What Chapter Does Industrial Valves Fall Under?

All industrial valves — ball valves, gate valves, globe valves, butterfly valves, check valves, safety/relief valves, and their parts — are classified under Chapter 84 of the Customs Tariff: 'Nuclear reactors, boilers, machinery and mechanical appliances; parts thereof.' The primary heading is 8481: 'Taps, cocks, valves and similar appliances for pipes, boiler shells, tanks, vats or the like, including pressure-reducing valves and thermostatically controlled valves.'

Import Duty Calculation — Total Landed Cost

  • Basic Customs Duty (BCD): 7.5% on CIF value
  • Social Welfare Surcharge (SWS): 10% on BCD = 0.75% of CIF
  • Integrated GST (IGST): 18% on (CIF + BCD + SWS)
  • Total effective import tax: approximately 27.5–28% on CIF value
  • IGST paid at import can be claimed as Input Tax Credit (ITC) against output GST liability

GST Rate for Domestic Valve Purchases

All industrial valves under Chapter 8481 attract 18% GST for domestic supply in India. This applies regardless of material (CS, SS, Alloy steel, Bronze, Cast Iron), pressure class (Class 150 through 2500), or end use (process, utility, fire, HVAC). The GST is split as 9% CGST + 9% SGST for intra-state transactions, or 18% IGST for inter-state transactions. Input Tax Credit (ITC) is fully available for registered businesses buying valves for business use.

How to Determine the Correct 8-Digit HSN Code

The 4-digit heading 8481 is mandatory for all businesses with turnover above ₹5 crore. For imports and exports, the 8-digit ITC-HS code is always required. The classification logic for the 8481 80 sub-headings is based on valve design principle:

  • 8481 80 11 — Ball valve: quarter-turn, spherical closure element. Includes trunnion, floating, DBB, and metal-seated types.
  • 8481 80 12 — Butterfly valve: quarter-turn, disc rotates about a central shaft. Includes concentric, double-offset (DOBV), triple-offset (TOBV).
  • 8481 80 13 — Globe valve: multi-turn, plug (disc) moves along valve axis. Includes Y-type, T-pattern, angle globe, needle valves of large bore.
  • 8481 80 14 — Gate valve: multi-turn, gate slides perpendicular to flow. Includes wedge gate, slab gate, knife gate, parallel slide.

Valve Parts and Accessories HSN Codes

Actuators are sometimes separately classified under 8412 (pneumatic, hydraulic actuators) or 8501 (electric motor actuators) depending on the specific component. Check with your CHA for assemblies that combine valve bodies with integrated actuators — the complete assembly is typically classified by the valve component (8481) rather than the actuator.

SAC Code vs HSN Code for Valves

Services associated with valves — valve installation, testing, overhauling, and repair services — are classified under the Services Accounting Code (SAC) system, not HSN. Valve installation and maintenance typically falls under SAC 995461 (plumbing and pipe fitting services) or SAC 998719 (maintenance and repair of industrial equipment). The HSN system only applies to goods (supply of physical valve products).

Common Mistakes in Valve HSN Classification

  • Using 8481 80 19 (others) for ball or gate valves that have their own specific sub-headings — this can attract scrutiny during audits.
  • Classifying actuated valve assemblies under 8412 (actuator heading) instead of 8481 (valve heading) — the complete assembly should be classified by its primary function (isolation/control = valve).
  • Using 4-digit HSN (8481) when 8-digit is required for import/export — always use 8-digit ITC-HS for customs.
  • Classifying safety valve 'parts' under 8481 90 without verifying if the specific part has its own tariff line.
