What is IBR?

IBR stands for Indian Boiler Regulations, promulgated under the Indian Boilers Act 1923. The regulations govern the design, manufacture, inspection, and use of boilers, steam pipelines, pressure vessels, and associated fittings across India.

All valves, pipes, fittings, and flanges used in steam service above 3.5 kg/cm² (3.43 bar) or 220°F (104°C) are "IBR items" and must be manufactured, tested, and documented as per IBR 1950.

Every Indian power plant, refinery, chemical plant, and processing facility operating steam systems is legally obligated to use only IBR-approved and certified components.

Form III-C

Cast / Welded Items

Used for cast iron, cast steel, and welded pressure parts. Gates, globes, check valves in WCB/A216. Inspector countersigns each certificate certifying material compliance and hydrostatic test.

Form III-E

Forged Items

Used for forged valves and fittings — ASTM A105, A182 F11/F22/F316. Each forging batch has a Form III-E with heat number, chemical analysis, and mechanical test results.

Form C

Welding Procedure

Required for all pressure welds in IBR items (e.g. weld-end valves, bypasses). Welder qualifications and WPS/PQR must be IBR-approved.

Common IBR Compliance Mistakes

Accepting photocopies of IBR certificates

Only original Form III-C/III-E with original inspector stamp is legally valid. Photocopies are not accepted by boiler inspectorates.

Mixing IBR and non-IBR valves on steam mains

Every valve and fitting on an IBR steam system must be IBR-certified. A single non-IBR valve can invalidate the entire system approval.

Using IBR material certs without countersignature

Mill certificates without an IBR inspector's countersignature are not IBR documents — they are just MTC/3.1 certs.

Not specifying IBR at order stage

IBR documentation must be arranged before manufacture begins — IBR inspection cannot be retroactively applied to already-manufactured valves.

Assuming ASME B16.34 = IBR compliance

ASME B16.34 covers pressure-temperature ratings and dimensions. IBR requires specific documentation, inspection by an IBR-approved authority, and prescribed forms.
