India Compliance
IBR Certified Valves
The Indian Boilers Act 1923 and Indian Boiler Regulations 1950 (IBR) mandate specific certification for all valves and fittings used in steam service in India. Vajra supplies gate valves, globe valves, check valves, and safety valves with complete IBR documentation — Form III-C, Form III-E, and test certificates countersigned by IBR-approved inspecting authorities.
What is IBR?
IBR stands for Indian Boiler Regulations, promulgated under the Indian Boilers Act 1923. The regulations govern the design, manufacture, inspection, and use of boilers, steam pipelines, pressure vessels, and associated fittings across India.
All valves, pipes, fittings, and flanges used in steam service above 3.5 kg/cm² (3.43 bar) or 220°F (104°C) are "IBR items" and must be manufactured, tested, and documented as per IBR 1950.
Every Indian power plant, refinery, chemical plant, and processing facility operating steam systems is legally obligated to use only IBR-approved and certified components.
IBR Scope — When Is IBR Required?
| Parameter | Trigger Value | Action |
|---|---|---|
| Steam pressure | Above 3.5 kg/cm² (50 psi / 3.43 bar) | IBR mandatory |
| Steam temperature | Above 220°F (104°C) | IBR mandatory |
| Boiler drum | All pressures | IBR mandatory |
| Superheater and reheater | All pressures | IBR mandatory |
| Feed water heater | If under steam pressure | IBR mandatory |
| Steam main (above limits) | 3.5 kg/cm², 220°F | IBR mandatory |
| Below 3.5 kg/cm² AND 220°F | Both conditions met | IBR not required |
IBR Valve Types — What We Supply
| Valve Type | Standard | Materials | Sizes | Pressure Class | Notes |
|---|---|---|---|---|---|
| Gate Valve | API 600 / BS 1414 / IS 778 | A216 WCB, A182 F11, F22, F304, F316 | 15mm (½") to 600mm (24") | ASME Class 150, 300, 600, 900 | OS&Y rising stem required. Metal-seated for steam above 300°C. |
| Globe Valve | API 623 / BS 1873 / IS 778 | A216 WCB, A182 F11, F22, F316 | 15mm to 400mm | Class 150–600 | T-pattern or Y-pattern. Bolted bonnet for Class 150/300. |

| Safety / Relief Valve | ASME Section I / Section VIII | SS 316, A105 body | 15mm to 200mm (nozzle bore) | ASME I (boiler) / VIII (vessel) | Must be ASME stamped. Set pressure verified by IBR inspector. |
| Ball Valve | API 6D / BS 5351 | A216 WCB, A182 F316 | 15mm to 300mm | Class 150–600 | Full-bore required in piggable steam mains. |
IBR Documentation Flow
Material Procurement
Mill certificates for all raw materials in IBR-prescribed forms (III-C for cast, III-E for forged)
IBR Inspector Visit
IBR-approved inspecting authority visits factory for dimensional and material verification
Hydrostatic Test
Valves hydrostatically tested at 1.5× rated pressure in inspector's presence
Certificate Countersigning
Inspector countersigns Form III-C/III-E. Inspector's stamp and signature are legally required
Despatch
IBR-stamped valves despatched with original certified documents — no photocopies accepted
IBR Forms — What They Mean
Cast / Welded Items
Used for cast iron, cast steel, and welded pressure parts. Gates, globes, check valves in WCB/A216. Inspector countersigns each certificate certifying material compliance and hydrostatic test.
Forged Items
Used for forged valves and fittings — ASTM A105, A182 F11/F22/F316. Each forging batch has a Form III-E with heat number, chemical analysis, and mechanical test results.
Welding Procedure
Required for all pressure welds in IBR items (e.g. weld-end valves, bypasses). Welder qualifications and WPS/PQR must be IBR-approved.
IBR-Approved Inspecting Authorities
Vajra works with multiple IBR-approved third-party inspection agencies to ensure timely inspection and certificate countersigning for your project schedule.
Common IBR Compliance Mistakes
Accepting photocopies of IBR certificates
Only original Form III-C/III-E with original inspector stamp is legally valid. Photocopies are not accepted by boiler inspectorates.
Mixing IBR and non-IBR valves on steam mains
Every valve and fitting on an IBR steam system must be IBR-certified. A single non-IBR valve can invalidate the entire system approval.
Using IBR material certs without countersignature
Mill certificates without an IBR inspector's countersignature are not IBR documents — they are just MTC/3.1 certs.
Not specifying IBR at order stage
IBR documentation must be arranged before manufacture begins — IBR inspection cannot be retroactively applied to already-manufactured valves.
Assuming ASME B16.34 = IBR compliance
ASME B16.34 covers pressure-temperature ratings and dimensions. IBR requires specific documentation, inspection by an IBR-approved authority, and prescribed forms.
