The GCC (Gulf Cooperation Council) countries — Saudi Arabia, UAE, Qatar, Kuwait, Oman, and Bahrain — together manage some of the world's largest oil and gas reserves and operate among the most demanding valve procurement programmes in the world. Each NOC (National Oil Company) maintains its own engineering standards, approved vendor lists, and inspection requirements that are more stringent than international standards like API and ISO alone. Understanding these company-specific requirements is essential for any valve supplier seeking to participate in GCC projects.
Saudi Aramco — SAMSS Engineering Standards
Saudi Aramco Mandatory Engineering Standards (SAMSS) are the governing technical documents for all equipment and materials used in Saudi Aramco projects. Key valve SAMSS standards: SAMSS-001 through SAMSS-004 cover ball valves, gate valves, globe valves, and check valves respectively; SAMSS-035 covers butterfly valves; SAMSS-062 covers pressure-reducing valves; SAMSS-066 covers safety relief valves. SAMSS standards are aligned with API but add Saudi Aramco-specific requirements: mandatory NACE MR0175 compliance for all sour service (H₂S > 0.05 psia), specific material restrictions (no 12Cr alloys in certain environments), paint system specifications, and nameplate requirements. SAMSS are available to registered contractors and vendors through the Saudi Aramco portal.
SAPID — Saudi Aramco Project Inspection
SAPID (Saudi Aramco Project Inspection Division) certification is required for all vendors supplying directly to Saudi Aramco projects. The SAPID audit process: submit application with quality manual, manufacturing capabilities, and references; Saudi Aramco sends auditors to the manufacturing facility; auditors review QMS documentation, manufacturing process, testing equipment calibration, and witness a production test; successful audit results in SAPID approval for specific product categories. SAPID approval is required for all valves above a value threshold (typically USD 25,000 per purchase order) and for all safety-critical valves regardless of value. ADNOC — Abu Dhabi National Oil Company
ADNOC and its subsidiaries (ADNOC Offshore, ADNOC Refining, ADNOC Gas, Borouge) use AGES (Abu Dhabi Group Engineering Standards) for technical requirements, with ADNOC-specific addenda for each operating company. For valve procurement, ADNOC generally follows API standards with ADNOC addenda covering: additional examination requirements (100% PMI on CRA components), paint systems (ADNOC approved paint systems list), nameplate language (Arabic and English), and specific material restrictions for each operating company's service conditions. ADNOC projects require vendor registration in the ADNOC Supply Chain portal (formerly ADP, now part of ADNOC Procurement).
KNPC and Kuwait Oil Company (KOC)
Kuwait National Petroleum Company (KNPC) operates Al Ahmadi, Mina Abdullah, and Al Zour refineries. Al Zour Refinery, completed in 2022–2024, is one of the world's largest at 615,000 bbl/day capacity and required thousands of API-rated valves. KNPC procurement requirements: all vendors must be pre-approved on KNPC Vendor Register; valves must comply with KNPC Engineering Standards (KES) and the project-specific Vendor List; TPI by a KNPC-approved inspection agency (Lloyd's Register, Bureau Veritas, TÜV are typically approved) is required for all critical service valves. Kuwait Oil Company (KOC) follows similar requirements for upstream oilfield procurement.
QatarEnergy (formerly Qatar Petroleum)
QatarEnergy and its JV partners (Shell, ExxonMobil, ConocoPhillips, TotalEnergies) operate the North Field (world's largest natural gas field) and the Ras Laffan Industrial City complex. QatarEnergy uses International Standard Specifications (DEP — Design and Engineering Practices from Shell, or QGPC-SP from QatarEnergy) as the technical baseline. LNG trains at Ras Laffan require cryogenic service valves (extended bonnet, BS EN ISO 21011 compliant) for LNG cold side service, and API 6D Class 600–900 ball and gate valves for feed gas and export pipelines. QatarEnergy is expanding its LNG capacity from 77 to 142 mtpa through the NFE (North Field East) and NFS (North Field South) projects — representing major valve procurement volumes through 2030.
Approved Vendor List (AVL) Qualification Process
Every major GCC NOC maintains an Approved Vendor List (AVL) for each product category. To be on the AVL for industrial valves, a manufacturer typically must: submit technical qualification documents (product catalogues, third-party type test reports, API licences, ISO 9001 certificate); demonstrate production capacity and quality management system (QMS audit by NOC or approved TPI agency); provide references for prior supply of equivalent products to comparable projects; pass a factory audit by NOC inspectors. AVL qualification typically takes 6–18 months for a new supplier.
