Angola's Oil & Gas Industry

Angola is one of Africa's most important oil-producing nations, with production exceeding 1.1 million barrels per day from predominantly deepwater fields offshore Luanda and Cabinda. The state oil company Sonangol (Sociedade Nacional de Combustíveis de Angola) holds equity in all exploration blocks and manages the licensing regime. TotalEnergies is the most active international operator: Block 17 (CLOV, PAZFLOR, and KAOMBO FPSOs), Block 32 (KAOMBO Norte and Sul FPSOs), and Block 48 (exploration). BP Angola operates Block 18 (Greater Plutonio FPSO). ExxonMobil holds equity in Block 15 (Kizomba FPSOs — A, B, and C — operated by ExxonMobil). Sonangol Procurement — How It Works

Sonangol operates through several channels for valve procurement: (1) direct procurement by Sonangol EP (upstream) for operated blocks; (2) via EPC contractors (Saipem, Technip, McDermott, Subsea 7) on FPSO and subsea construction projects where the EPC contractor issues the suborder for valves; (3) through National Content requirements (Lei 10/2004 and subsequent Local Content legislation) — Sonangol requires that Angolan companies participate in or verify procurement, often requiring SGS or Bureau Veritas pre-shipment inspection from origin (India).
