However, successful procurement requires understanding the export documentation requirements, HS code classification for customs, IBR certification for steam service, and the realistic lead time expectations for different valve types.

DGFT — Directorate General of Foreign Trade

The Directorate General of Foreign Trade (DGFT), under India's Ministry of Commerce and Industry, regulates export-import policy. For valve exporters, the key requirements are: IEC (Import Export Code) — a 10-digit PAN-linked code required for all exports; no specific DGFT licence is required for standard industrial valve exports (they are not on the SCOMET — Special Chemicals, Organisms, Materials, Equipment and Technologies — controlled items list unless for nuclear, missile, or chemical weapons end-use). Exporters must ensure the end-use and end-user are legitimate industrial applications — dual-use technology controls apply to some specialised valve types used in nuclear or defence applications.

HS Codes for Industrial Valves

Harmonised System (HS) codes determine customs classification for export/import and applicable tariff rates. Common HS codes for industrial valves: HS 8481.10 — pressure-reducing valves; HS 8481.20 — valves for oleohydraulic or pneumatic transmissions; HS 8481.30 — check valves; HS 8481.40 — safety or relief valves; HS 8481.80 — other taps, cocks, valves and similar appliances (covers gate, globe, ball, butterfly valves); HS 8481.90 — parts thereof. India's GST HSN codes align with the 6-digit HS codes at the 8-digit level. GST rate on most industrial valves is 18%. For export, GST is zero-rated (IGST refund under Letter of Undertaking or LUT for registered exporters).

Certificate of Origin (CoO) and FTA Benefits

A Certificate of Origin (CoO) certifies that the goods were manufactured in India and is required by the importing country's customs authority. Non-Preferential CoO: issued by FICCI, ASSOCHAM, or Indian Chamber of Commerce — certifies country of origin but does not claim preferential duty rates. Preferential CoO: used under Free Trade Agreements (FTAs) to claim reduced or zero duty rates. India has FTAs with ASEAN (AIFTA — India-ASEAN FTA), South Korea (CEPA), Japan (IJCEPA), UAE (CEPA effective 2022), and Australia (ECTA). Under India-UAE CEPA (2022), most manufactured goods including valves attract 0–5% customs duty in UAE (vs 5% MFN), providing significant cost advantage for Indian valve exports to the Gulf. Check the applicable FTA Rules of Origin requirement — typically > 35% value addition in India.

IBR Certification for Steam Service Valve Export

IBR (Indian Boiler Regulations) certification is specifically required for valves imported into India for steam service — it is NOT a requirement for valves exported FROM India to other countries unless the customer specifies it for their own internal compliance. However, some Indian-owned plants in the Middle East or Southeast Asia specify IBR certification to maintain consistency with their Indian parent company's quality standards. IBR certificates (Form III-A) for valve bodies are issued by the relevant state IBR authority (Gujarat Boiler Inspectorate for Vadodara manufacturers) after reviewing EN 10204 3.2 MTCs and hydrostatic test reports. Allow 2–3 weeks additional lead time for IBR certification.

Export Documentation Checklist

  • Commercial Invoice — item description, HS code, quantity, unit price, total value, Incoterms (FOB/CIF), IEC number
  • Packing List — case numbers, net/gross weights, dimensions, valve tag numbers corresponding to invoice
  • Bill of Lading (Sea) or Airway Bill (Air) — issued by shipping carrier, evidences goods loaded and in transit
  • Certificate of Origin (CoO) — Non-Preferential or Preferential (FTA) per importing country requirement
  • Material Test Certificates (MTCs) — EN 10204 3.1 or 3.2 for all pressure parts as specified in PO
  • Pressure Test Certificate — API 598 shell and seat test results per valve, TPI witnessed if required
  • Inspection Release Note (IRN) — issued by TPI agency (Lloyd's, BV, TÜV) if third-party inspection specified
  • Hazardous materials declaration — if goods are classified as dangerous goods for air or sea transport
