IBR (Indian Boiler Regulations, 1950) is the regulatory framework for boilers and steam vessels under the Indian Boilers Act. All valves on steam lines with pressure above 3.5 kg/cm² (0.35 MPa) and temperature above 99°C require IBR certification. This includes: boiler drum safety valves, main steam stop valves, feed check valves, blowdown valves, and all steam isolation valves in the turbine hall. IBR documents required: Form III-C (chemical and mechanical test certificate for material) and Form III-E (hydrostatic test certificate for the finished valve).

A217 WC9 (2.25Cr-1Mo) is used for high-pressure steam valves up to 566°C (1050°F) and is standard for most subcritical (Main Steam temp ~538°C) and conventional supercritical power plants. ASTM A217 C12A is the cast equivalent of P91 (9Cr-1Mo-V) forged material and is used for ultra-supercritical (USC) plants where main steam temperatures reach 600–620°C. P91/C12A has superior creep strength but requires more stringent PWHT and welding controls.
