Which Valves Require IBR Certification in India?

Form III-C — Material Test Certificate

Form III-C is the material test report (MTR) for IBR-certified pressure parts and valves. It certifies the chemical composition, mechanical properties (tensile strength, yield strength, elongation, hardness), and heat treatment details of the valve body, bonnet, and pressure-retaining parts. Form III-C must be signed and countersigned by an IBR approved inspecting authority (typically CCOE — Chief Controller of Explosives, or an approved third-party inspection agency such as BIS, RITES, or state boiler inspector).

Form III-E — Hydraulic Test Certificate

Form III-E is the hydraulic test certificate. It certifies that the valve has been hydrostatically pressure-tested at 1.5x the design pressure (or per the applicable IBR schedule) in the presence of an IBR approved inspector. The Form III-E records: valve tag number, manufacturer details, test pressure, test medium, test duration, and inspector countersignature. Both Form III-C and Form III-E must reference the same valve serial number and be presented together during boiler inspection.
