Saudi Arabia's industrial base is anchored by Saudi Aramco's 9+ million bpd crude production and processing infrastructure, the SABIC petrochemical empire, and the downstream Jubail and Yanbu industrial cities. The Kingdom's Vision 2030 program is adding significant non-oil industrial capacity - NEOM, Red Sea Project, and the Qiddiya entertainment city - while ARAMCO continues to expand downstream via the Ras Tanura refinery complex (550,000 bpd), the Jazan refinery (400,000 bpd), and numerous oil and gas facilities.
Saudi Aramco - SAMSS Valve Specifications
Saudi Aramco issues its own engineering standards - Saudi Aramco Materials System Specifications (SAMSS) and Saudi Aramco Engineering Procedures (SAEP) - that supplement or supersede API and ASME standards. Key SAMSS documents for valves: SAMSS-035 (Ball Valves - Pipeline and Piping Service), SAMSS-036 (Gate Valves), SAMSS-043 (Check Valves), SAMSS-011 (Fire Safe Valves), SAMSS-013 (Butterfly Valves). Saudi Aramco also publishes an Approved Vendor List (AVL) - valves must be sourced from AVL-approved manufacturers. Obtaining Saudi Aramco AVL approval requires submitting design documentation, material certifications, and in some cases production audits at the manufacturer's facility.
SATORP - Saudi Aramco Total Refining and Petrochemical
SATORP (50% Saudi Aramco, 50% TotalEnergies) operates the 400,000 bpd Al Jubail Export Refinery - one of the most complex refineries in the Middle East, producing ultra-low sulphur diesel, jet fuel, aromatics, and polypropylene. Valve requirements: API 6D ball valves for crude oil and product pipelines; ASME B16.34 gate and globe valves for refinery process units; NACE MR0175 compliance for sour crude (H2S-containing) crude units; fire-safe API 607 certification for all valves in hydrocarbon service; SAMSS compliance on all Aramco-specified lines; EN 10204 3.2 material certification for critical service valves.
SABIC - Saudi Basic Industries Corporation
SABIC operates one of the world's largest petrochemical complexes at Jubail Industrial City - ethylene crackers, polyethylene, polypropylene, methanol, ethylene oxide, and specialty chemicals. Total capacity exceeds 80 million tonnes per year across SABIC affiliates (Yansab, Petrokemya, Ibn Rushd, Sadaf, and others). SABIC's valve specifications follow SABIC Engineering Standards (SES) which incorporate API and ASME with SABIC-specific additions. Typical valve requirements: ASME B16.34 Class 150-900 carbon steel and SS gate, globe, and ball valves for polyolefin and olefin plants; NACE MR0103 for refinery-adjacent sour service units; Low fugitive emission packing (ISO 15848-1 or API 624) for BTEX-containing streams.
MAADEN - Minerals and Mining
Ma'aden (Saudi Arabian Mining Company) is the Kingdom's national mining company operating phosphate mining and processing at Wa'ad Al Shamal (the world's largest integrated phosphate project), aluminium smelting at Ras Al Khair, and gold mining at the Arabian Shield. Valve requirements for Ma'aden projects: Rubber-lined butterfly valves and slurry check valves for phosphate slurry pipelines; PVDF-lined ball valves for phosphoric acid (H3PO4) concentration circuits; Titanium ball valves for hydrofluoric acid (HF) scrubbing in phosphate fertiliser plants; Ductile iron AWWA C504 butterfly valves for process water and slurry distribution.
Import Requirements and Logistics
Importing valves into Saudi Arabia requires SASO (Saudi Standards, Metrology and Quality Organization) conformity. Under the SASO IECEE scheme, certain product categories require SASO certificates of conformity. For industrial valves, SASO registration is not mandatory for all categories but must comply with safety and quality standards. Shipping documents required: Commercial invoice (in Arabic and English), packing list, certificate of origin (attested by Saudi consulate for first-time suppliers), material test certificates (EN 10204 3.1 minimum), test certificates (API 598 or equivalent), and inspection certificates where specified. Dammam (King Abdulaziz Port, 4th largest port in the Middle East) is the primary import point for eastern province delivery to Jubail and Ras Tanura. Jeddah Islamic Port serves western province and NEOM destinations. Transit time: 12-16 days sea freight from Mundra/JNPT, Mumbai.
